Phasing out low-efficiency equipment

Industrial-facility results in 2014

In 2014, Hanoi supported energy audits at 15 industrial facilities and recommended 76 energy-saving measures. The article reported savings of 951.2 tonnes of oil equivalent (TOE) and a reduction of 2,726.7 tonnes of CO2, with more than 30% of the proposed measures being implemented by businesses.

Phasing out inefficient equipment

According to Dr Dao Hong Thai, Director of Hanoi Energy Conservation Centre (ECC Hanoi), the city's policy under the national programme on economical and efficient use of energy for 2013–2015 was to phase out inefficient electrical equipment and promote efficient alternatives in industrial parks, export-processing zones, manufacturing facilities and commercial buildings.

Beverage companies and irrigation systems

For the beverage sector, Hanoi also conducted rapid reviews of energy use and management at 10 companies and supported 29 energy-saving measures at four companies, with reported savings of 543 TOE per year, equivalent to VND 6.35 billion annually. ECC Hanoi also worked with the Department of Agriculture and Rural Development to replan irrigation systems, conserve water, make better use of available water resources and gravity-fed irrigation and drainage, and reduce pumping requirements, electricity costs and production costs.

Improving building energy efficiency

For buildings, Hanoi provided information to more than 70 properties on energy management under TCVN ISO 50001:2011 and QCVN 09:2013/BXD, the national technical regulation on buildings using energy efficiently, and provided guidance on implementing the Law on Economical and Efficient Use of Energy.

In 2014, Hanoi also supported energy-efficiency improvements at 60 buildings. Audits at 11 buildings proposed 59 measures with reported savings totalling 535.3 TOE and emissions reductions of 2,118.7 tonnes of CO2. Of these, 19 measures had been implemented.

Targets for 2015

Dr Dao Hong Thai also noted that 2015 was the final year of the city's 2013–2015 national programme on economical and efficient energy use. Hanoi would therefore continue to promote energy-saving measures locally, targeting savings of 2–3% of total energy consumption compared with forecast demand.
