2015 Programme: Detailed Energy Audits Planned for 225 Buildings

Programme scope and timetable

According to Dinh Chinh Loi, the Ministry of Construction had been implementing National Technical Regulation QCVN 09:2013/BXD on energy efficiency in buildings. The Ministry compiled a list of more than 400 buildings with floor areas exceeding 2,500 m² in Hanoi, Ho Chi Minh City, Da Nang and Can Tho, from which 225 buildings would be selected for surveys and detailed energy audits .

Audits of buildings in Hanoi, Ho Chi Minh City and Da Nang were expected to take place from August to December 2015.

Implementation tools and training

The Ministry also worked with IFC to develop forms, tools and technical guidance for QCVN 09:2013/BXD, study energy-use benchmarks for selected buildings and develop software to manage energy use databases for buildings in major cities, with subsequent expansion to other localities.

The Ministry also provided training and capacity development for local officials responsible for energy conservation and prepared teaching materials on energy conservation for architecture and construction universities.

Green building development

For green buildings, the Ministry was cooperating with relevant organisations on research, development, assessment and certification. It was also studying policies to strengthen capacity and encourage green building development in Vietnam, initially focusing on offices and commercial buildings. Cooperation with IFC included studying the use of EDGE, the resource-efficient building system, to assess green buildings in Vietnam.
